The enacted bill authorized $36.006 million in Fiscal Year 2003 budget transfers within the General Fund and from the Grants Revenue Fund. The money was moved from the Department of Human Services, the Sinking Fund Commission, the Law Department, and a grants provision to fund services for City Council and the Mayor, Police Department personnel costs, and the Tax Reform Commission.
