The enacted ordinance authorizes removing Commerce Street between Twenty-first and Twenty-second Streets from the City Plan and reserving that area as a right-of-way for drainage, water mains, gas mains, and other public utilities. Property owners or other parties involved must meet conditions including granting access for utility work, covering required changes to infrastructure, and paying related costs.

Authorizing the revision of lines and grades on a portion of City Plan No. 307 by striking from the City Plan and vacating Commerce street from Twenty-first street to Twenty-second street and by reserving and placing on the City Plan a right-of-way for drainage purposes, water main purposes and public utility purposes, under certain terms and conditions.
