The enacted ordinance authorizes the City to remove Warnock Street between Wallace Street and Melon Street from the official City Plan and reserve a right-of-way there for drainage, water mains, and public utilities. Property owners or other parties involved must meet conditions including filing agreements, covering related costs, and making or paying for needed changes to streets, sidewalks, utilities, and other City facilities.

Authorizing the revision of lines and grades on a portion of City Plan No. 58 by striking from the City Plan and vacating Warnock street from Wallace street to Melon street; by reserving and placing on the City plan a right-of-way for drainage purposes, water main purposes and public utility purposes within the bed of Warnock street, under certain terms and conditions.
