RECONSIDERED

The enacted ordinance authorized putting a Philadelphia Home Rule Charter amendment before voters on November 4, 2003. The ballot question asked whether the Board of Pensions and Retirement should include one non-voting member appointed by the Council President, with the same rights and duties as other members except voting.

Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to the Philadelphia Home Rule Charter relating to the composition of the Board of Pensions and Retirement, as approved by Resolution of the City Council; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
