The enacted ordinance would give Philadelphia businesses a five percent preference when competing for certain City contracts, if they meet requirements for operating, licensing, and employing people in Philadelphia. Businesses receiving the preference would have to meet ongoing local-work and reporting requirements, and the ordinance would take effect 90 days after an amendment to the Philadelphia Home Rule Charter allowing local bidding preferences.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by adding a new Section 17-109, entitled "Local Bidding Preferences," providing for the establishment of a bidding preference on City contracts for Philadelphia businesses, under certain terms and conditions.
