This enacted bill authorizes the Water Commissioner to enter agreements with the owners and successors of properties along the private portion of Blakiston Lane between Frankford Avenue and its dead end. The agreements grant the City a right-of-way for drainage, sewer, and water main purposes, including access to construct, maintain, repair, and inspect those facilities.

To Authorize the Water Commissioner on behalf of the City to enter into agreements with the owners of the properties and their successors of a private street known as Blakiston lane from Frankford avenue to a dead-end approximately 358 feet northeasterly of Frankford avenue for the grant of a right-of-way to the City for drainage, sewer and water main purposes.
