City Council adopted a resolution proposing a Philadelphia Home Rule Charter amendment to create an Office of the Insurance Public Advocate, which would be submitted to city voters. If approved, the Mayor would appoint the advocate with City Council’s consent for a five-year term, and the office would represent insurance consumers, investigate rate disparities and unlawful practices, provide consumer education, and seek greater insurance-market competition.
