The enacted ordinance amended Philadelphia’s sidewalk-sales rules to prohibit people and vendors from displaying or selling goods, or leaving sales stands, on sidewalks in the area bordered by and including both sides of Olney Avenue, Cheltenham Avenue, Broad Street, and Fifth Street. It allows sidewalk sales on the south side of Medary Avenue from Broad Street to 70 feet east of Broad Street.

Amending Section 9-205 of The Philadelphia Code, relating to "Sidewalk Sales" and vending in residential areas by adding a new provision prohibiting sidewalk sales and vending in the area bordered by and including Olney avenue, Cheltenham avenue, Broad street, and Fifth street both sides.
