This enacted ordinance grants Coleman Properties permission to construct, maintain, operate, replace, and remove telecommunications ductwork beneath the Delaware River and Frankford Creek Channel, along with aerial telecommunications facilities near public rights-of-way and City streets. The permission is subject to City and other required approvals, an agreement with the City, fees, insurance, relocation responsibilities, and deadlines for completing the work; two of the 30 inner ducts must be reserved for City use at no cost.

Granting permission to Coleman Properties, a Pennsylvania partnership, its successors and assigns to construct, maintain and operate, replace, and remove a ductbank for telecommunications purposes under the Delaware River and the Frankford Creek Channel and aerial facilities for telecommunications purposes along, over, in and under the public rights-of-way, City streets and Frankford Creek Channel; all under certain terms and conditions.
