The enacted measure amends Philadelphia’s Fiscal 2004 Capital Budget to add general provisions that were left out because of a printing error. It sets rules for when capital project funds may be committed or spent, including requirements for available financing, grant awards, and oversight by the Finance Director and City Controller, effective July 1, 2003.
