This enacted ordinance grants Lougeswaran Vijayhratnam, the owner of the newsstand at 18th and Chestnut Streets, permission to install, use, and maintain electrical and telephone conduits under the surrounding public rights-of-way to serve the newsstand. The owner must obtain required permits and utility approvals, maintain an eight-foot clear walkway, restore any affected public areas, and meet bonding and insurance requirements.

Granting permission to Lougeswaran Vijayhratnam, owner of the newsstand at the southeast corner of Eighteenth Street and Chestnut Street, to construct, use and maintain an electrical conduit with an electrical service line and a telecommunications conduit with a telephone service line in and under the public rights-of-way for the purpose of supplying electrical service and telephone service to the newsstand, under certain terms and conditions.
