The enacted bill authorized the transfer of $500,000 in Fiscal Year 2004 city funds to the Finance Director to support distressed businesses affected by SEPTA’s Market Street Elevated Reconstruction Project. It also authorized a nine-member West Philadelphia Grant Assistance Panel, including representatives from SEPTA, city government, local businesses and residents, and elected officials, to administer the funds.

Authorizing transfers in appropriations for Fiscal Year 2004 within the General Fund from the City Representative and the Director of Commerce-Economic Stimulus-City Subsidy for SEPTA to the Director of Finance, and authorizing the Director of Finance to convene a panel for the purpose of administering funds to distressed businesses affected by the Market Street Elevated Reconstruction Project, all under certain terms and conditions.
