This enacted law adds conditions for permits to erect outdoor advertising and non-accessory signs in Philadelphia. A permit cannot be issued if the property has an unresolved Code violation after all appeals are complete, or if the property owner owes City or School District taxes, fees, charges, rents, or other claims, unless the owner is following an agreement to pay the delinquent amount.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-1604, entitled "Outdoor Advertising and Non-Accessory Advertising Controls," by adding requirements for the issuance of a permit to erect outdoor advertising and non-accessory signs; in particular, providing that no such permit shall be issued if there is any outstanding violation relating to premises upon which the outdoor advertising sign will be erected or maintained, or if the applicant is delinquent in the payment of any taxes, charges, fees, rents or claims; all under certain terms and conditions.
