This enacted measure amended Philadelphia’s noise rules to allow the Department of Public Health, Police Department, and Department of Licenses and Inspections to issue violation tickets for noise violations in residential districts. It also increased fines, including raising the minimum fine for a first violation to $100 and for a second violation to $200, affecting people who create or allow prohibited noise from residences.

Amending Title 10 of the Philadelphia Code entitled "Regulation of Individual Conduct and Activity" by amending Chapter 10-400 entitled "Noise and Excessive Vibration" by adding a new Section granting to the Department of Public Health, the Police Department and the Department of Licenses and Inspections the authority to issue tickets in residential districts for violations of this Chapter, by increasing penalties for violations of this Chapter, and by making certain technical changes, all under certain terms and conditions.
