This enacted measure added both sides of Lancaster Avenue between 63rd Street and Girard Avenue to a Philadelphia zoning area with special parking rules for dance halls, nightclubs, and restaurants. Required parking must generally be on the same or an abutting lot; parking on a non-abutting public parking lot within 1,000 feet requires a Zoning Board of Adjustment special use permit and must remain within the designated area.

Amending Section 14-312 of The Philadelphia Code entitled, "Commercial District Rules and Exceptions for All Districts," by adding the area of Lancaster Avenue, both sides, between Sixty-Third Street and Girard Avenue.
