The enacted ordinance authorizes changes to the City Plan that remove and vacate Regent Street between Sixty-seventh and Sixty-sixth Streets and establish a right of way there for drainage, water main, and public utility purposes. Owners of affected properties must grant the City this right of way and accept limits on construction and access so the City and Philadelphia Gas Works can build, maintain, repair, and inspect utility facilities, subject to confirmation by the Board of Surveyors.

Authorizing the revision of lines and grades on a portion of City Plan No. 152 by striking from the City Plan and vacating Regent Street from Sixty-seventh Street to Sixty-sixth Street and by placing on the City Plan a certain right of way for drainage purposes, water main purposes and public utility purposes, all under certain terms and conditions.
