This enacted ordinance repealed Philadelphia’s prior Mechanical Code and adopted the 2003 International Mechanical Code with city-specific changes as the Philadelphia Mechanical Code. It sets standards for the design, installation, maintenance, alteration, and inspection of mechanical systems in buildings, including carbon monoxide monitoring in enclosed parking garages with 35 or more spaces. The new provisions took effect January 1, 2004, with transition options for certain permit applications and projects already under contract.

Repealing Subcode "M" (The Philadelphia Mechanical Code) of Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," and adopting and incorporating, with certain additions, deletions and amendments the 2003 International Mechanical Code as the Philadelphia Mechanical Code, all under certain terms and conditions.
