This enacted bill amended Philadelphia’s building and occupancy code by adopting the 2003 International Performance Code for Buildings and Facilities, with city-specific changes, as the Philadelphia Performance Code. It sets performance standards and related administrative rules for buildings and facilities, with enforcement involving the Department of Licenses and Inspections; certain projects with permit applications or signed design or construction contracts before January 1, 2004 could opt out.

Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by adopting and incorporating, with certain additions, deletions and amendments, the 2003 International Performance Code for Buildings and Facilities as the Philadelphia Performance Code, under certain terms and conditions.
