The enacted ordinance repealed Philadelphia’s previous Building Code and adopted the 2003 International Building Code, with city-specific additions, deletions, and amendments. It sets requirements for the construction, alteration, use, occupancy, maintenance, and demolition of most buildings and structures, including rules covering fire protection, emergency access, accessibility, child-care facilities, and building safety; it took effect January 1, 2004, with certain options for earlier permit applicants and signed construction contracts.

Repealing Subcode "B" (The Philadelphia Building Code) of Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," and adopting and incorporating, with certain additions, deletions and amendments, the "2003 International Building Code" as the Philadelphia Building Code, all under certain terms and conditions.
