The enacted ordinance repealed Philadelphia’s existing Electrical Code and replaced it with an amended version of the 2003 International Electrical Code Administrative Provisions. It set standards for electrical systems and equipment and included licensing, continuing-education, and inspection requirements for electrical contractors, inspection agencies, and inspectors; the new provisions took effect January 1, 2004, with certain options for projects already underway.

Repealing Subcode "E" (The Philadelphia Electrical Code) of Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," and adopting and incorporating, with certain additions, deletions and amendments, the 2003 International Electrical Code Administrative Provisions as the Philadelphia Electrical Code, all under certain terms and conditions.
