The enacted bill creates an “adopt-a-block” program for entities that fund private cleaning of City sidewalks under a written agreement. Those entities may place signs identifying the block as adopted for sidewalk cleaning if the Streets Department approves the agreement and the signs, and the entity pays for the signs and cleaning.

Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by adding new provisions providing for an "adopt-a-block" program under which an entity that has agreed to fund the private cleaning of City sidewalks may erect signs indicating that such entity has "adopted" the block for sidewalk cleaning; all under certain terms and conditions.
