Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by adding new provisions providing for an "adopt-a-block" program under which an entity that has agreed to fund the private cleaning of City sidewalks may erect signs indicating that such entity has "adopted" the block for sidewalk cleaning; all under certain terms and conditions.
