The enacted measure prohibits work performed for the City under a service contract from being done outside the United States, its territories, or possessions. Businesses seeking these contracts must certify that they will follow this rule, and the Finance Director, Managing Director, or Procurement Commissioner may waive or modify it when following the rule would make a necessary city service impracticable.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by adding a new Chapter 17-1200, entitled "Foreign Outsourcing," prohibiting City service contracts under which the work is performed outside the United States, under certain terms and conditions.
