This lapsed bill would have adopted Philadelphia’s operating budget for Fiscal Year 2005, appropriating money from the General Fund and other funds to city departments, boards, commissions, courts, and programs. It proposed funding public safety, health and human services, recreation, streets and sanitation, water services, housing and community development, schools, a SEPTA subsidy, debt service, and employee benefits.
