This enacted bill authorized a trial program allowing the Philadelphia Facilities Management Corporation to approve certain contracts for Philadelphia Gas Works to purchase, store, distribute, transport, and transmit natural and other gas without seeking separate approval for each contract. The program applied to contracts entered during the trial period, subject to cost limits, procurement standards, reporting requirements, and exclusions such as financial hedging and major outsourcing of gas procurement.

Authorizing a trial program under which advance approval is given to the Philadelphia Facilities Management Corporation to enter into certain contracts and transactions arising thereunder for the purchase, storage, distribution, transportation and/or transmission of natural and other gas on behalf of the Philadelphia Gas Works, subject to certain terms and conditions.
