To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Lawrence Street, Green Street, 4th Street, Fairmount Avenue, Galloway Street, Green Street, Bodine Street, Fairmount Avenue, American Street, Brown Street, Hancock Street, Fairmount Avenue, Front Street and Spring Garden Street.
