The enacted ordinance replaces Philadelphia’s “dance hall” license with a “special assembly occupancy” license for nightclubs, bars, restaurants, private clubs, banquet halls, and similar places where 50 or more people gather primarily for social entertainment. It sets licensing, inspection, operating-hour, safety, and conduct requirements, and allows licenses to be denied, revoked, or operations closed for violations.

Amending Section 9-703 of The Philadelphia Code, entitled "Dance Halls," by redefining the types of establishments and activities that require a license under that Section, and changing the name of the license to a "special assembly occupancy" license, all under certain terms and conditions.
