The enacted ordinance authorizes Phillips Lombard Street, L.P., developer of Liberty Court at Society Hill, to build and maintain decorative crosswalks, entrance structures, and projecting bay windows connected to the residential development on Phillips Court, Lombard Street, Gaskill Street, and South 3rd Street. The work remains subject to city permits and other approvals, and the developer must cover related costs and remove the structures and restore affected public areas if the City gives 180 days’ notice for a municipal construction project.

Authorizing Phillips Lombard Street, L.P., owner and developer for the Liberty Court at Society Hill, to construct, own and maintain various encroachments to be installed in conjunction with a residential development and streetscape project, under certain terms and conditions.
