This enacted ordinance changes the requirements for businesses to qualify as Local Business Entities and receive a preference when competing for City contracts. It requires applicants to meet updated licensing, City location, employee, tax, and information-sharing requirements, and requires certified businesses to submit yearly updates; businesses already certified must reapply, and their existing certifications expire three months after the ordinance takes effect.

Amending Section 17-109 of The Philadelphia Code, entitled "Local Bidding Preferences," by amending the terms and conditions under which a Business Entity may be certified or continue to be certified as a Local Business Entity entitled to a bidding preference on City contracts.
