This enacted ordinance amended Philadelphia’s building code to prevent the city from issuing or renewing a building-related license or permit when the applicant owes delinquent City or School District taxes, fees, charges, rents, claims, or certain business-related fines. The restriction does not apply when the applicant is following a payment agreement, and the code official may waive it when the permit is needed to correct a code violation and protect public safety.

Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by amending Subcode A, Section A-202, entitled "Duties and Powers of the Code Official," by providing that no license or permit required by Title 4 shall be issued or renewed if the applicant is delinquent in the payment of any City or School District taxes, charges, fees, rents or claims, or is delinquent in the payment of certain penalties or fines, all under certain terms and conditions.
