This enacted measure authorizes Philadelphia’s Housing and Community Development Director to apply for federal grants for community development, affordable housing, emergency shelters, and housing assistance for people with AIDS, as well as state grants to prevent and eliminate blight. It also authorizes the Director of Commerce to seek up to $15 million through HUD’s Section 108 Loan Guarantee Program and allows the City to use certain grant funds or other security to repay those loans. The measure covers City housing, community development, and commerce officials and sets funding limits for the applications and financing.
