The enacted ordinance amends Philadelphia’s campaign-finance rules for candidates for Mayor, District Attorney, City Controller, Register of Wills, Sheriff, Clerk of Quarter Sessions Court, City Commissioner, and City Council. It changes contribution limits, raises certain campaign spending limits for candidates who sign voluntary expenditure agreements, requires covered candidates to use a single campaign committee and account for each office, and provides for public reporting through an Election Reform Board.

Amending Title 20 of The Philadelphia Code, entitled "Officers and Employees," by amending the provisions relating to campaign contributions and expenditures, relating to, including but not limited to, the District Attorney, City Controller, Register of Wills, Sheriff, Clerk of Quarter Sessions Court and City Commissioner.
