This enacted measure amended Philadelphia’s zoning code to create special district controls for commercially zoned properties with frontage on Girard Avenue from the 2500 to 3200 blocks. It prohibits several uses in the district, including auto-related businesses, certain larger grocery and food retailers, drug and cosmetics stores, variety stores, and clubhouses, and bars offices and personal services from occupying ground floors; newly built buildings must have no setback from Girard Avenue.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by providing for new special district controls for the Girard Avenue area, under certain terms and conditions.
