The enacted bill authorizes Philadelphia’s Water Commissioner to enter into agreements with the owners of four properties on Springbank Street for a drainage and sewer right-of-way through their land. The right-of-way allows the City to construct, access, maintain, repair, and inspect sewer and drainage facilities connecting Springbank Street with an existing drainage right-of-way near former Park Line Drive.

Authorizing the Water Commissioner, on behalf of the City, to enter into an agreement with the owners of 6601, 6609 and 6701 Springbank Street and 6609Rear Springbank Street (part of 1021 West Hortter Street) for the grant of a right-of-way to the City for drainage and sewer purposes through the properties from Springbank Street to an existing drainage right-of-way (former Park Line Drive), under certain terms and conditions.
