The enacted ordinance added an exemption for property owners and tenants on South Street between Front Street and Eighth Street to conduct sidewalk vending on Tuesdays from 2:00 p.m. to 7:00 p.m. The vending had to support a business in the adjoining property, stay within 40 inches of the building, leave at least five feet of clear sidewalk, and meet other display and merchandise requirements; the ordinance expired on September 15, 2005.

Amending Chapter 9-200 of The Philadelphia Code, entitled "Commercial Activity on Streets," by amending Section 9-204, entitled "Sidewalk Vendors in Center City," by providing for additional exemptions on South street, all under certain terms and conditions.
