The enacted ordinance amended Philadelphia’s rules for non-competitive City contracts and financial assistance. It made individuals and businesses who gave contributions above specified limits to City candidates or elected City officers ineligible for certain contracts and City financial assistance during the relevant term of office, and required applicants for financial assistance to disclose contributions and other information. It also required City reporting on contracts and financial assistance.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by prohibiting persons from receiving City financial assistance if they or certain related parties have made certain contributions to elected City officers or candidates for City offices, and requiring certain disclosures by persons seeking financial assistance, all under certain terms and condition.
