This enacted ordinance establishes Philadelphia City Council’s process for reviewing applications for permits to sell beer for takeout, including a $300 application fee, public posting of the premises, and a 45-day deadline for Council action. Applicants, nearby residents and businesses, community organizations, and certain public agencies may be involved; eligible protests can lead to a hearing before a final Council decision, while applications without an accepted protest are deemed approved after the protest period ends.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by adding a new Chapter setting forth rules and regulations governing Council's consideration of requests for approval of permits to sell malt or brewed beverages for consumption off premises in Philadelphia; all under certain terms and conditions.
