The enacted bill creates Philadelphia rules for residential mold inspections. If a home inspection finds visible mold or water intrusion, a buyer who chose to have a home inspection must obtain a comprehensive mold inspection from a licensed residential mold inspector, unless a qualifying inspection was completed within the prior six months; it also sets licensing, training, insurance, conflict-of-interest, and penalty requirements for mold inspectors.

Amending Title 6 of The Philadelphia Code by adding Chapter 6-900, relating to mold inspections; providing for licensing of residential mold inspectors; and requiring buyers of residential properties to have a licensed mold inspector conduct a comprehensive mold inspection if a home inspection identifies mold or water intrusion; all under certain terms and conditions.
