The enacted ordinance revises Philadelphia’s rules for noise and excessive vibration, including limits for residential and nonresidential properties, protected facilities, concerts and stadiums, animal sounds, public spaces, public transportation, sirens, and construction. It gives the Health Department, Police Department, and Licenses and Inspections authority to enforce these rules and sets escalating fines of $100 to $700 for violations, with certain exceptions such as permitted demonstrations, public works, aircraft, railroads, and licensed fireworks.

Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," including by amending Chapter 10-400 of the Philadelphia Code, entitled "Noise and Excessive Vibration," by amending definitions; establishing new rules regarding prohibited conduct; providing enforcement authority to City departments; making technical changes and changes to related provisions; and superseding certain Health Department regulations; all under certain terms and conditions.
