This lapsed bill would have required people bidding for certain competitively bid City contracts or concessions to disclose specified information, including campaign contributions, and would have barred some bidders or related parties from receiving those contracts based on certain contributions to City elected officials or candidates. It also proposed making disclosures public after a contract was signed and allowing penalties, including fines and temporary bans on competing for contracts, for serious misstatements or omissions.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by adding provisions requiring certain disclosures by persons seeking or awarded competitively bid contracts or concessions, and prohibiting persons from entering into such contracts or concessions if they or certain related parties have made certain contributions to elected City officers or candidates for City offices, all under certain terms and condition.
