The enacted ordinance expands the Philadelphia Board of Ethics’ powers and duties, including ethics training, advisory opinions, financial-disclosure oversight, complaints, investigations, adjudication, and annual reporting. It sets civil penalties for violations at $700 to $2,000 depending on the year, generally bars violators from City office or employment, and removes the Code provision paying Board members per meeting. The ordinance takes effect only after voters approve and the City certifies a Home Rule Charter amendment creating and appointing the Board of Ethics.

Amending Chapter 20-600 of The Philadelphia Code, entitled "Standards of Conduct and Ethics," by providing for the powers and duties of the Board of Ethics and the imposition of civil penalties, and providing for the compensation of the members of the Board of Ethics, all under certain terms and conditions.
