The enacted ordinance extended and modified a trial program allowing the Philadelphia Facilities Management Corporation to enter into contracts on behalf of the Philadelphia Gas Works for purchasing, storing, distributing, transporting, and transmitting natural gas. The extension covered contracts entered into through August 31, 2007, for services delivered by August 31, 2008, and set limits on gas costs along with approval, reporting, and oversight requirements involving the Gas Commission, City Council, and the Public Advocate.

Authorizing the extension of and modifications to the trial program authorized by Bill No. 040558 under which advance approval is given to the Philadelphia Facilities Management Corporation to enter into certain contracts and transactions arising thereunder for the purchase, storage, distribution, transportation and/or transmission of natural and other gas on behalf of the Philadelphia Gas Works, subject to certain terms and conditions.
