The enacted ordinance authorized the City’s Finance Director to transfer $2 million in Fiscal Year 2006 General Fund appropriations from Finance Department employee benefits to the Mayor’s Office of Housing and Community Development. The funds were intended to support conservation, weatherization, and alternative-fuel initiatives in response to rising heating oil and natural gas costs affecting Philadelphia households.
