The enacted ordinance amended Philadelphia’s payroll-deduction rules to allow City employees represented by Fraternal Order of Police, Philadelphia Lodge 5, to authorize deductions from their pay for contributions to the lodge’s political action committee, COPPAC. It took effect immediately.

Amending Section 19-203 of The Philadelphia Code, entitled "Payroll Deductions," by adding a new subsection permitting City employees who are bargaining unit members of Fraternal Order of Police, Philadelphia Lodge 5, to authorize payroll deductions for contributions to COPPAC, all under certain terms and conditions.
