This enacted ordinance creates an Off-Street Parking Control District in three areas of Philadelphia, including parts of South, Center, and Northern Liberties/Fishtown. In those areas, off-street parking generally cannot be required or provided for one- or two-family homes unless it uses a shared driveway serving at least three properties, and parking serving those homes or used as a main purpose requires a Zoning Board of Adjustment certificate.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Chapter 14-1600, entitled "Miscellaneous," by adding a new Section, entitled "Off-Street Parking Control District," all under certain terms and conditions.
