The enacted ordinance changes Philadelphia’s zoning rules for rebuilding nonconforming structures—buildings or uses that do not meet current zoning requirements—after fire, another natural event, condemnation, or certain demolitions. It allows some single-family, duplex, and multifamily homes on blocks where at least 75% of structures remain to be rebuilt for the same nonconforming use within three years, without adding parking requirements that did not previously apply, while limiting the replacement building to the prior structure’s size and other zoning rules.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-104, entitled "Non-Conforming Structures and Uses," by amending provisions relating to the reconstruction of non-conforming structures, all under certain terms and conditions.
