This enacted law requires people who install, repair, modify, or otherwise service sheet-metal ductwork used in heating, ventilation, and air-conditioning systems to hold a city certificate or apprentice permit. It sets application, training, renewal, and reciprocity requirements; allows apprentices to work under certified supervision; and authorizes the Department of Licenses and Inspections to maintain a public registry and impose fines or work restrictions for violations. The requirements do not apply to an owner doing this work on the owner’s primary residence.
Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by adding a new Chapter entitled "Sheet Metal Technician," requiring certain licensing of persons performing duct work used in HVAC systems, under certain terms and conditions.
