This enacted ordinance amended the Philadelphia Code’s rules for the Benjamin Franklin Parkway area. It sets a maximum height of 125 feet for buildings within a specified area near the Parkway and a 45-foot maximum for certain buildings along parts of Spring Garden Street; where rules conflict, the stricter limit applies.

Amending Section 14-1611 of The Philadelphia Code, entitled "Benjamin Franklin Parkway Controls," by providing for additional height controls in the vicinity of the Benjamin Franklin Parkway, under certain terms and conditions.
