The owner must be listed as the property’s owner of record by the Board of Revision of Taxes, and the Department may require additional proof of ownership.
Amending Chapter 9-1000 of The Philadelphia Code, entitled "Trades," by amending Section 9-1004 entitled "Contractors," by clarifying the exception from the contractor license requirement for property owners who perform work on their properties, under certain terms and conditions.
