The enacted bill authorizes the University of Pennsylvania Health System to construct and maintain a pedestrian bridge over Convention Avenue connecting the Penn Tower Complex with the proposed Perlman Center for Advanced Medicine. The project must receive required permits and approvals, follow City requirements, cover related costs and insurance, and allow the City to require removal of the bridge for a municipal construction project.

Authorizing The Trustees of the University of Pennsylvania, University of Pennsylvania Health System (UPHS), 3400 Spruce Street, Philadelphia, PA, 19014, to construct and maintain a pedestrian bridge over and across Convention Avenue, connecting the UPHS Penn Tower Complex (One Convention Avenue) with the proposed Perlman Center for Advanced Medicine (3400 Civic Center Boulevard), under certain terms and conditions.
