Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to limit the period for collection of certain parking violation penalties, revise procedures for temporary movement of parking meters, revise the penalties for certain parking violations; revise the fees for booting, towing and storage of certain immobilized and impounded vehicles; altering the period for late fees for certain violations, and such fees; and make certain technical changes; all under certain terms and conditions.
